This has been shown by the increase in local crimes committed against homeowners and businesses in just this area, such as theft, violence, drugs, and vandalism, that we have seen in just the winter months when the shelter is open on J St. This neighborhood is home to children, families, and retired folks who work hard for what they have and to enjoy such a lifestyle, free of increased concern for security from added foot traffic in the area of criminals. Such shelters are a threat to public health and the safety of our children when they are so close to our homes. The “shelter citizens” leave garbage everywhere they stay, including biohazardous waste, such as used needles, waste containing bodily fluids, and urine, fecal matter, despite convenient disposal being made available.
