Stacie Anderson joined the meeting at 9:19 A.M.
Ben Brewer, Planning Supervisor with the Community Planning, Development and Innovation department (CPDI) started the presentation with an overview of the Our Missoula Land Use Plan portion of the project. He shared the project website for the draft Land Use Plan. He shared the values and goals for the new plan and the land use strategy. Additionally, Mr. Brewer discussed the background of how the project evolved and explained some of the statutory requirements that resulted in the projects outline. He also covered the projects timeline form beginning through the anticipated adoption of the Unified Development Code (UDC). A large push of the project has focused around public engagement and he provided examples on how the community helped in the process.
He continued by providing an overview and point to some of the components of the plan. He shared what the plan contains that is broken down into Land Use Policy and Land Use Strategy. There is also a chapter that covers the plans implementation. shared the six themes that form the basis of the policy. He elaborated more on the land use strategy. Explained place types and why they plan to use them. Ben Weiss, Senior Planner with the Public Works and Mobility department provided details on the street types which complements the place types. Mr. Brewer continued by explaining what the plan can do and what the plan can't do. He also went over the next steps of the project and stated that community engagement was still encouraged. He also provided details on upcoming engagement opportunities.
The committee admired the section regarding what the plan can and can't do. They discussed development focusing inward and what that means. The members sought information on how to prevent further segregation with the new plan. They inquired about if the new plan would have an effect on the Community Investment Project (CIP). The committee also touched on the place types mentioned in the presentation. They suggested the increased density be fairly distributed. The committee asked about the development taking place around the Wye and it's impact on the city. Members also wanted to know if the project was tracking participation, specifically where the input is coming from within the population. They also wanted staff to provided more details on the tools they will use, what the next steps are, the pace for increasing density and how it will be implemented. They also wanted clarification on what the annexation area implementation means regarding A and B.
Cassie Tripard, Planning Supervisor with CPDI provided a presenting on the Code Reform approach of the project and explained that it's in the early stages. Being lead by the guiding principles and explained more about how the UDC combines several separate titles into one title. She shared all the titles that will fall under the UDC, and she also mentioned the titles that will not be included in the UDC. Ms. Tripard explained that they would be updating the zoning districts and the process for updating them through the project. She emphasized that this was a collaborative project with multiple departments and that staff and consultants were working together through the development of the project.
