Jolene Brink called the meeting to order at 7:02 p.m.

Randy Frazier called the roll.

The minutes from July 11, 2019 were approved as presented.

Carolyn Thompson, Fort Missoula, provided an update on the Library Car Ramp project. Construction is expected to begin in fall 2019 and will create ADA accessibility. The permit has been submitted but has not yet been approved. Plans will be made available to HPC.

Gwendolyn Lockman, Moon Randolph Homestead, provided an update of the work she has been involved with to-date. See the meeting video for images provided during the presentation. Projects include: Winch Mining Shed, Archive Update, Map Design and Access.

Gwendolyn Lockman spoke on the Homestead Camp programs that have happened over the summer, with one remaining. She stated the camps have been well received by children in attendance. 

Emily Scherrer commented on the good work done over the summer. 

Emy Scherrer spoke on the newest revisions to the HPC bylaws; the recent draft has been attached to the record history. Ms. Scherrer informed that bylaws are to be generalized. Members will need to determine whether they believe there is a conflict of interest when projects are presented. 

James McDonald made a motion to approve implementing the HPC Bylaws draft dated July 11, 2019 with new revisions.

The committee made additional edit requests to the draft document. Jamie Lockman suggested allowing more time to review the revised draft. Emy Scherrer said she would implement the recommended edits and publish the revised draft. 

James McDonald withdrew the motion to approve. 

Jolene Brink announced this item will be held and will be on the September agenda as an action item. 

Solomon Martin shared there was nothing new to report.

Legacy Business subcommittee meetings will begin in September, 2019.

Emily Scherrer

Emily Scherrer stated no updates to the buildings on the watch list. The hospital at Fort Missoula will be added to the list and is currently for sale. 

Emy Scherrer stated that HPC can offer to be available as a resource to MCPS. The committee requested that the letter to MCPS written on behalf of HPC be sent after the September meeting as the Adaptive Reuse Overlay ordinance decision would be finalized by that time.

Emy Scherrer provided the HPO staff report that is attached to the item record. Not included in the staff report is that there may be a public hearing next month for the Masonic building as a HPP application was recently submitted to Development Services. 

Jamie Lockman shared that some beautiful tiles were uncovered at the Break. Emy Scherrer stated she would share pictures that were taken.

Paul Filicetti shared that Stories and Stones is scheduled for September 15, 2019. He suggested that work should begin on 2020 Preservation Awards. 

Jim McDonald spoke on the Montana Downtown Conference that will be held in October, 2019. He shared he will be part of a panel on Preservation Tools. 

Jolene Brink adjourned the meeting at 7:07 p.m.
