  • Recommended motion:

    Approve claims in the amount of $713,058.93 for checks dated October 8, 2019.

  • Recommended motion:

    Confirm Police Officers Casey Harvey, Sean McLean, Tyler Woods and Kyle Ferris.

  • Recommended motion:

    Approve the purchase of one 2020 F250 crew cab pickup truck for the Missoula Fire Department from Bison Motors of Great Falls, Montana in the amount of $35,661.92.

  • Recommended motion:

    Approve and authorize the Mayor to sign a contract with Great Western Recreation in the amount of $51,342.84 for the purchase of playground equipment at the 44 Ranch Playground.

  • Recommended motion:

    Set a joint public hearing with the City Council and Missoula County Commissioners for October 21, 2019, to consider a resolution of intention to adopt the 2019 Missoula Urban Area Open Space Plan as an Issue plan of the 2035 Missoula City Growth Policy.

  • Recommended motion:

    [First reading and preliminary adoption] Set a public hearing for Monday, October 21, 2019 and preliminarily adopt an ordinance generally amending Title 12, Chapter 12.56 of the Missoula Municipal Code, entitled “Open Space Acquisition,” in order to clarify the procedures applicable to the expenditure of funds related to a new conservation bond issuance as well as the makeup and role of the Open Space Advisory Committee in reviewing open space proposals.

  • Recommended motion:

    Approve and authorize the Mayor to sign a purchase agreement with Advanced Utility Systems for four additional Customer Information System (CIS) licenses at a cost not to exceed $41,250.00.

  • Recommended motion:

    Approve and authorize the Mayor to sign a five-year service agreement with Johnson Controls for maintenance involving the heating, ventilation and air conditioning system at the Missoula Water building at a cost not to exceed $47,656.

  • Recommended motion:

    Approve and authorize the Mayor to sign a professional services agreement amendment with Territorial Landworks, Inc. for bidding and construction administration services on the 3rd Street Water Main Replacement Project for a cost not to exceed $62,070.

  • Approve and authorize the Mayor to sign a construction agreement with the Montana Department of Transportation for the 5th and 6th Street Urban Pavement Preservation Project.

  • Approve and authorize the Mayor to sign a professional services agreement with Territorial Landworks, Inc. for engineering-related services on the East Pine St Water Main Replacement Project at a total cost not to exceed $67,518.00.

  • Approve and authorize the Mayor to sign a professional services agreement with Territorial Landworks, Inc. for engineering-related services on the Worden Ave Water Main Replacement Project at a total cost not to exceed $85,068.00.

  • Approve and authorize the Mayor to sign the contract with Xylem for $114,934.40 to purchase the Flygt pump and control panel for the Reserve Street Lift Station Rehabilitation Project.

  • Recommended motion:

    Approve and authorize the Mayor to sign a professional services agreement with WGM Group for the Lower Miller Creek Road reconstruction project in an amount not to exceed $126,912.00.

  • Recommended motion:

    Adopt a resolution of intention to close and vacate right-of-way being the southerly thirty-three (33) feet of the W. Pine Street between May and McCormick Street adjacent to property legally described as Lots 11 – 20, Block 41 and Lots 1 – 10, Block 50 of W.J. McCormick’s Addition in Section 21, Township 13 N, Range 19 W, P.M.M., as shown in Exhibit A, and subject to the conditions of approval and set a public hearing for October 28, 2019.

  • Approve Variance Request 1 permitting an 80 foot wide right-of-way for Mary Jane Boulevard subject to the conditions of approval.

  • Conditionally approve  variance #2 for the Hellgate Village minor subdivision  permitting a 61 foot wide right-of-way for Galway Avenue subject to the conditions of approval. 

  • Deny variance request #3 for the Hellgate Village minor subdivision requiring the dedication of park/common area or cash-in-lieu or combination of both subject to the conditions of approval.

  • Approve variance request #4 for the Hellgate Village minor subdivision permitting the block comprised of Lots 2, 3 and 4 to exceed the maximum 480 linear foot block length with the pedestrian access easement between Galway Avenue and Mary Jane Boulevard at the mid-point of the block

  • Approve the Hellgate Village Subdivision, based on the findings of fact and subject to the recommended conditions of approval in the staff report.

  • Recommended motion:

    Approve and authorize the Mayor to sign Community Development Block Grant (CDBG) Contracts with the following agencies, as approved by City Council in the 2019-2023 Consolidated Plan for Housing and Urban Development (HUD)-funded programs, which included the Program Year 2019 Action Plan: YWCA Missoula Ada’s Place Emergency Housing, $25,000.00 (19-01); The Poverello Center Rapid Intake Program, $25,000.00 (19-03); Homeword, Inc. Financial, Renter, Housing Education Programs, $18,780.00 (19-04); The Poverello Center Housing Retention Specialist, $15,000.00 (19-02).

  • Recommended motion:

    Adopt a resolution declaring the official intent of the City of Missoula, Montana to reimburse certain original expenditures related to Capital Equipment purchases from the proceeds of Tax-exempt bonds to be issued by the City after the payment of such original expenditures.

  • Recommended motion:

    Adopt a resolution declaring the official intent of the City of Missoula, Montana to reimburse certain original expenditures related to sidewalk, curb and gutter improvements from the proceeds of tax-exempt bonds to be issued by the City after the payment of such original expenditures.

  • Recommended motion:

    Set a public hearing on Monday, October 21, 2019 on a resolution amending the annual appropriations for the City of Missoula, Montana as set forth in the fiscal year 2020 budget and capital improvement program that reduces the total city budgeted expenditures by $131,095, appropriates the General Fund expenditures in the amount of $(86,845) in order to reduce adopted expenses in the Fire Department and increase expenses in the Housing & Community Development Department; appropriates the Special Revenue Fund by $742,524 to increase the Park District by $667,524 and the Grants and Donation by $75,000; appropriates the Parking Commission Fund by $(892,124); and appropriates the Capital Improvement Fund by $105,350.

  • Recommended motion:

    Waive the first reading pursuant to 76-2-306 Montana Code Annotated and set a public hearing for October 21, 2019 on an interim zoning ordinance amending Title 20, Missoula City Zoning Ordinance Chapter 20.40, creating a new section 20.40.055  and Chapter 20.105, amending Section 20.105.030 establishing a new use entitled “Extreme Weather Shelter” and providing regulations governing the use.

(State law and City Council rules set guidelines for inviting community comment in a formal way on certain issues.  Following a staff report on each item, the City Council and the Mayor invite community comment.  The City Council normally votes on the same night as the public hearing unless one Council member requests that it be returned to a City Council committee for further consideration.)

  • Recommended motion:

    Solicit comment on whether the proposed Trinity Affordable Housing development, located at 2330 Mullan Road and 1600 Cooley Street, meets a community housing need.

  • Recommended motion:

    [Second and final reading] (Adopt/deny) an ordinance to rezone 2518, 2520, and 2526 Strand
    Avenue; 1715 S Reserve Street; and 2511 Mount Avenue from RT2.7 Residential and C1-2
    Neighborhood Commercial to RT2.7 Residential and C1-2 Neighborhood Commercial as shown on Exhibit A, subject to the filing of the amended plat for the subdivision exemption for boundary line relocation within 30 days of the approval of the rezoning.

  • [Second and final reading] (Adopt/deny) an ordinance to rezone 57.5 acres of land north of Mullan Road, east of Flynn Lane, and west of Hellgate Meadows, as shown in Exhibit A, from Hellgate Special Zoning District to B2-1 Community Business, based on the findings of fact in the staff report.

  • Recommended motion:

    [Second and final reading] (Adopt/deny) a City of Missoula initiated ordinance amending Title 20, Missoula Municipal Code, the City Zoning Ordinance, Residential Districts Chapter sections 20.05.040.D 20.05.050.B, Table 20.05-3; Other Regulations sections 20.05.060, 20.10.050, 20.15.0060 in Residential, Business and Commercial, and Industrial Districts Chapters; Use and Building Specific Standards Chapter section 20.40.180; Accessory Uses and Structures Chapter section 20.45.060.B.1; Nonconformities Chapter section 20.80.020.A & B; Terminology Chapter section 20.100.A; and Measurements and Exceptions Chapter section 20.110.010, and adding a new sub-section F to section 20.110.050, all related to Townhome Exemption Development (TED).
