(Items on the consent agenda were approved in City Council committees to be placed on the consent agenda to save time at Council meetings by voting on them as a package.     Approve and authorize the Mayor to sign the following grant administration agreements with Truitt Consulting, SciDESIGNS, and the University of Montana for the National Institutes of Health grant-funded project called The Link: A Collective-Impact, Place-Based Approach to Inspiring Montana’s Next Generation Healthcare Work Force.

  • Recommended motion:

    Approve and authorize the Mayor to sign a three-year Software Maintenance Renewal Agreement with Accela in the amounts of $100,421.21 for FY22, $103,433.84 for fiscal year 23, and $106,536.86 for fiscal year 2024.

  • Recommended motion:

    Adopt a resolution of intention to annex and incorporate within the boundaries of the City of Missoula, two (2) parcels of land as shown on Exhibit A and adjacent England Boulevard right-of-way, located in the S ½ of Section 7, Township 13 North, Range 19 West, and zone the property B2-2 Community Business upon annexation, based on the findings of fact in the staff report, subject to the recommended condition of approval and set the public hearing for September 13, 2021, and refer this item to the Land Use & Planning Committee on September 15, 2021.

(State law and City Council rules set guidelines for inviting community comment in a formal way on certain issues.  Following a staff report on each item, the City Council and the Mayor invite community comment.  During COVID 19, the City Council is holding the public hearing open for a week and then voting the following week, unless there is a requirement for final action on the night of the public hearing. )

(Items listed under Final Consideration have had a public hearing.  The hearing was held open to allow time for additional public comment before final consideration and action by the City Council. The chairperson of the standing City Council committee will make a motion. We invite community comment on each item.)

  • Work plans and budgets for:
    • Road District #1 (preliminary estimate: $5,731,446)
    • Park District #1 (preliminarily estimate: $3,342,326)
    • the Downtown Business Improvement District
    • the Tourism Business Improvement District
  • Increase to the permissive medical tax levy

3% Increases to the following fee schedules:

  • Fire fees relating to fire inspection, plan checking, pyrotechnic display and special events
  • Community Planning, Development and Innovation fees relating to business licensing
  • Public Works fees relating to waste hauler permits and wastewater industrial interceptor variance permits
  • Recommended motion:

    Adopt a resolution of the Missoula City Council increasing fees by 3% for business licensing services performed by Community Planning, Development and Innovation as shown in Exhibit A effective January 1, 2022.

  • Recommended motion:

    Adopt a resolution of the Missoula City Council increasing fire inspection, plan checking, pyrotechnic display and police and special event fees increasing fees by 3% effective January 1, 2022 as shown in Exhibit B & C.

  • Recommended motion:

    Adopt a resolution of the Missoula City Council increasing the wastewater industrial interceptor variance permit fee set forth in 13.07.410 Missoula Municipal Code (MMC) and the waste hauler permit fee set forth in 13.17.210 MMC by 3% beginning in January 1, 2022.

  • Recommended motion:

    Adopt a resolution fixing the annual appropriations for the City of Missoula as set forth in the Fiscal Year 2022 Budget and Community Improvement Plan including: • The Tourism Business Improvement District work plan and budget for Fiscal Year 2022 • The Business Improvement District work plan and budget for Fiscal Year 2022. • The Park District Number 1 work plan and budget for Fiscal Year 2022. • The Road District Number 1 work plan and budget for Fiscal Year 2022 (the Mayor's proposed executive budget as presented) with the following amendments:

    • Community Planning and Development Department - Add $5,000 to Climate Smart annual grant to bring the City contribution to Climate Smart equal to the City contribution to Home Resource. Ongoing, General Fund.
    •  City Council Budget - Add $5,000 to fund Commissioner Strohmaier's request for contribution to Big Sky Passenger Rail Authority for socioeconomic study. One time, ARPA.
    • Fire Department and Police Department: Amend budget for each of these departments to add $20,000 to each, for partial supplement of baseline requests. Ongoing, General Fund.
    • Community Planning and Development Department - fund request for $23,000 for Tourist Home research, data gathering and policy review. One time, ARPA, or Fund Balance.
    • Community, Planning and Development Department - add $100,000 to capacity of Energy Conservation and Climate Action  section, for executing policy initiatives. One time, Fund Balance.
    • Regarding Communications keep $100,000 in budget in Mayor's Department, but modify purpose, to not do survey, but instead to do a comprehensive strategic communications plan for the city that encompasses all three branches of government, and after the planning process use the remainder of the appropriation to go to execution of the master plan for remainder of fiscal year. One time, Fund Balance.
  • Recommended motion:

    Adopt a resolution levying taxes for municipal and administrative purposes for the Fiscal Year 2022 

  • Recommended motion:

    Adopt a resolution levying taxes on the lots, pieces and parcels of land located in the Downtown Business Improvement District of the City of Missoula for fiscal year 2022 in accordance with 7-12-1132 MCA.

  • Recommended motion:

    Adopt a resolution levying annual assessments on the hotels located in the Tourism Business Improvement District of the City of Missoula for fiscal year 2022 in the amount of $2 per occupied room night in accordance with 7-12-1132 MCA.
