(Items on the consent agenda were approved in City Council committees to be placed on the consent agenda to save time at Council meetings by voting on them as a package. The City Clerk will read the list aloud, so citizens watching on MCAT will know what is on the consent agenda. We’ll invite community comment on these items before we vote.)

    Approve and authorize the Mayor to sign a Purchase Agreement with Cascade Pump Company for the Wastewater Primary Effluent 75 HP pump upgrade not to exceed $78,000.00

  • Recommended motion:

    Approve and authorize the Mayor to sign a Service Agreement with 2G Energy for Co-Gen maintenance at a cost not to exceed $85,031.65.

  • Recommended motion:

    Confirm the Mayor’s appointment of Erika Hickey to the Public Art Committee for a term beginning immediately and expiring on June 30, 2026.

  • Recommended motion:

    A resolution levying a special assessment and tax upon property for annual weed assessments to reimburse the city for hazardous vegetation and nuisance weed cut orders performed in 2021 totalling $797.50 pursuant to section 7-22-4101 Montana Code Annotated and section 8.40.040 Missoula Municipal Code.

(Items listed under Final Consideration have had a public hearing.  The hearing was held open to allow time for additional public comment before final consideration and action by the City Council. The chairperson of the standing City Council committee will make a motion. We invite community comment on each item.)

(State law and City Council rules set guidelines for inviting community comment in a formal way on certain issues.  Following a staff report on each item, the City Council and the Mayor invite community comment.  City Council holds a public hearing open for a week and then voting the following week, unless there is a requirement for final action on the night of the public hearing.)  

  • Preliminary fiscal year 2023 budget and capital improvement program
  • Work plans and budgets for Road District #1, Park District #1, the Downtown Business    Improvement District, and the Tourism Business Improvement District
  • Permissive medical tax levy

Proposed 7% increases to the following fee schedules: 

  • Wastewater industrial interceptor variance permit fee set forth in 13.07.410 Missoula Municipal Code (MMC) and the waste hauler permit fee set forth in 13.17.210 MMC
  • Fire inspection, plan checking, pyrotechnic display and police and special event fees
  • Business Licensing and Land Use and Planning and Engineering services performed by Community Planning, Development and Innovation
  • Amending current Missoula City Cemetery fees as proposed by Missoula City Cemetery and Missoula City Cemetery Board of Trustees effective January 1, 2023 

The public hearing will be opened on August 22, 2022 at which time the City Council will hear all objections that may be made to the resolutions. At the close of the public hearing the City Council will take up this item for final consideration that same evening.

  • Recommended motion:

    Adopt a resolution of the Missoula City Council increasing the wastewater industrial interceptor variance permit fee set forth in 13.07.410 Missoula Municipal Code (MMC) and the waste hauler permit fee set forth in 13.17.210 MMC by 7% beginning in January 1, 2023. 

  • Recommended motion:

    Adopt a resolution of the Missoula City Council increasing fire inspection, plan checking, pyrotechnic display and police and special event fees increasing fees by 7% effective January 1, 2023 as shown in Exhibits E & F.

  • Recommended motion:

    Adopt a resolution of the Missoula City Council increasing  fees by 7% for Business Licensing and Land Use and Planning and Engineering services performed by Community Planning, Development and Innovation effective January 1, 2023.

  • Recommended motion:

    Adopt a resolution of the Missoula City Council generally amending current Missoula City Cemetery fees as proposed by Missoula City Cemetery and Missoula City Cemetery Board of Trustees effective January 1, 2023.

  • Recommended motion:

    Adopt a resolution fixing the annual appropriations and the Capital Improvement Program for the City of
    Missoula as set forth in the Fiscal Year 2023 Budget and Capital Improvement Program including: • The
    Tourism Business Improvement District work plan and budget for Fiscal Year 2023 • The Business
    Improvement District work plan and budget for Fiscal Year 2023. • The Park District Number 1 work plan
    and budget for Fiscal Year 2023. • The Road District Number 1 work plan and budget for Fiscal Year
    2023.

  • Recommended motion:

    Adopt a resolution levying taxes for municipal and administrative purposes for the Fiscal Year 2023.
