The Community Forum meeting was called to order at 7:00 pm by moderator Julie Devlin in the City Council Chambers at 140 West Pine Street.

Members present: Antony Jo, Captain John Mullan; Colleen Biehl, Lewis and Clark; Carol Garlington, Moose Can Gully; Randall Gunn, Northside/Westside; Melissa Neidigh, River Road; Ed Nolder, Riverfront; Julie Devlin, Rose Park; Jeff Stevens, South 39th St; Mark Foss, Southgate Triangle; Kate Laney, Two Rivers; Jennifer Copley, University District; Doug Grimm, Upper Rattlesnake.

Members absent: Farviews/Pattee Canyon, Franklin to the Fort, Grant Creek, Heart of Missoula, Lower Rattlesnake, Miller Creek,

Other present: Guy Baker, Missoula Police Department; Jane Kelly, Neighborhood Coordinator; Karen Gasvoda, Program Assistant

 

A quorum was present.

Doug Grimm moved to approve the agenda. Jennifer Copley seconded the motion.The motion was approved on a voice vote.

Missoula Detective Guy Baker gave a presentation on Sex Trafficking Awareness. There were questions and comments. Detective Baker’s contact information: Montana Regional Violent Crime Task Force [email protected] 406-396-3217, or call 911 for immediate concerns.

Randall Gunn volunteered to serve on the Neighborhood Project Funds grant committee. 

Jennifer Copley moved to accept Bryce Rowe as a Community Forum leadership team member. Julie Devlin seconded the motion. The motion was approved on a voice vote.

Candidates' Forums have been organized. Final arrangements will be made once the primaries are completed. They have been scheduled from 6 PM to 8 PM in City Council Chambers -- Wards 1 & 2 on September 25, Wards 3 & 4 on September 24, and Wards 5 & 6 on September 19. It will be on MCAT. The League of Women Voters will moderate.

Stories and Stones and Sunday Streets will be held on September 15th. The Office of Neighborhoods will be tabling at Stories and Stones, and we are looking for volunteers to help us at the Neighborhoods table.

Karen passed around a sheet for volunteers to sign up to help at Stories and Stones.

Doug Grimm, Upper Rattlesnake: Doug spoke about the Beeskove Fire and development in the area.

Jennifer Copley, University District: They are working on the Bonner Rx Park. Their next leadership team meeting will be on September 4, 2019.

Carol Garlington, Moose Can Gully: Their next joint leadership team meeting with South 39th Street will be September 23, 2019.

Antony Jo, Captain John Mullan: At their leadership team meeting they talked about the Hellgate Meadow rezone application, the Remington Flats development, and the Heron's Landing development. The 44 Ranch Park project has been fully funded.

Melissa Neidigh, River Road: Their next general meeting will be September 11, 2019 at 6pm at Garden City Harvest.

Randall Gunn, Northside/Westside: At their general last meeting they had presentations on affordable housing, the 1st St. Pocket Park, and Missoula in Motion.

Julie Devlin, Rose Park: At their last leadership team meeting, they planned for their general meeting that will be September 8, 2019 in Rose Park. They also discussed the building of the Rose Park Kaboom playground. They want to thank all the volunteers. The Slant Street Gateway rescoped grant funds have been expended. Next meeting is September 25, 2019.

Jeff Stevens, South 39th: He gave an update on the Hillview Crossing development. The development will be discussed further at a City Council meeting next month. He also mentioned looking further into documentation of recent meetings.

Kate Laney, Two Rivers: They only had three people attend their general meeting in July, but they elected two members to their leadership team. They are looking into perhaps having combined meetings with the Franklin to the Fort neighborhood council.

Colleen Biehl, Lewis and Clark: Their general meeting is scheduled for September 4, 2019. Agenda items will include an update on Bancroft Ponds Park, and leadership team elections.      

Ed Nolder, Riverfront: They postponed their last leadership team meeting; they will meet again on September 9, 2019 at the Dog and Bicycle cafe. He mentioned the Mumford and Sons Concert at Ogren Stadium. Two representatives from Logjam Presents attended their last Riverfront Stadium Taskforce committee meeting to discuss the event. Also, the City is planning to re-stripe 5th and 6th Streets next month between Higgins and Russell to make it safer for pedestrians and bicycles. Jeff Stevens commented on the Stadium, and Julie Devlin asked about the stadium’s fireworks schedule.

Mark Foss, Southgate Triangle: Their general meeting was last month at Boyd Pak. They didn’t have a great turnout, but they did have new people attend. They continue to work on Bellvue Park.

Heidi West distributed a handout on the City budget. She mentioned funding for a winter shelter for homeless people, and for zero waste and climate preparedness community partners. She also mentioned the TIF districts. The Hillview Way Project will be back in committee in September.

Ray Aten will moderate the next Community Forum meeting on September 26, 2019.
