The meeting was called to order at 7:00 pm by Mark Foss in the City Council Chambers at 140 West Pine Street.

Members present: Antony Jo, Captain John Mullan; Ray Aten, Farviews/Pattee Canyon; Bert Lindler, Grant Creek; Caroline Lauer, Heart of Missoula; Colleen Biehl, Lewis and Clark; Jack Walton, Miller Creek; Betsy Weber, Moose Can Gully; Randall Gunn, Northside/Westside; Melissa Neidigh, River Road; Ed Nolder, Riverfront; Julie Devlin, Rose Park; Jeff Stevens, South 39th St; Mark Foss, Southgate Triangle; Mike Hanson, Two Rivers; Bryce Rowe, University District; Doug Grimm, Upper Rattlesnake.

Members absent: Franklin to the Fort; Lower Rattlesnake

Other present: Emily Jensen, Lillian Nelson, Sarah Knobel, Big Sky Public Relations; Bob Vosen, Montana Department of Transportation; Jason Duffin, Garden City Compost; Jane Kelly, Neighborhood Coordinator; Karen Gasvoda, Program Assistant; Marley Merchen, Community Outreach Assistant; Heidi West, City Council Liaison.

A quorum was present.

Doug Grimm moved to approve the agenda, Jack Walton seconded the motion.  The motion was approved on a voice vote.

Emily Jensen and Lillian Nelson presented on the Van Buren Soil Wall. The Van Buren Soil Wall was funded through the Neighborhood Project grants. Lillian Nelson discussed the process of painting the wall and what the meaning behind the painting is. They also answered questions about the project.

Sarah Knobel and Bob Vossen presented on the Higgins Avenue Bridge project. They discussed the updating being aimed at rehabilitation of the bridge, when the project will begin in 2020, the updates that will happen and the timeline on those, how updates will be communicated, and the open house on November 13, 2019 at the Resident Inn. They also answered questions on this project. 

Jason Duffin discussed Garden City Compost and the updates they have seen since the City bought the composting facility, what materials they are accepting currently at the facility, how they are funded, where their supplies goes and who uses it, the goal to increase efficiency, and how they manage the smell that is produced. He also answered questions.

Jack Walton moved to approve Ray Aten, Doug Grimm, and Jeff Stevens to continue to serve on the Community Forum Leadership Team for a two-year term. Randall Gunn seconded the motion, and the motion was accepted on a voice vote.

Jane Kelly reported on the Large Grant deadline on October 29, 2019 at 5:00PM. The Neighborhood Project Fund committee will review the grants in December.

Doug Grimm, Upper Rattlesnake; reported on a dangerous crossing of locomotives in the Upper Rattlesnake. 

Caroline Lauer, Heart of Missoula; reported on a large grant application for a mural in the neighborhood.

Julie Devlin, Rose Park; reported on the October 23, 2019 leadership team meeting and a traffic signal box grant they submitted.

Bryce Rowe, University District; reported on the October 1, 2019 general meeting.

Mark Foss, Southgate Triangle; reported on a meeting held to discuss support for an art box in front of Splash Montana.

Jeff Stevens, South 39th Street; reported on the upcoming leadership team meeting on October 28, 2019. He also gave an update on the Hillview project.

Ray Aten, Farviews Pattee-Canyon; reported on the the removal of 3 water tanks.

Bert Lindler, Grant Creek; reported on the October 23, 2019 leadership team meeting, the upcoming general meeting and proposed large grants.

Colleen Biehl, Lewis and Clark; reported on the October 2, 2019 leadership team meeting and the proposed large grants.

Randall Gunn, Northside/Westside; reported on the upcoming leadership team meeting and updates from the neighborhood.

Antony Jo, Captain John Mullan; reported on the October 2, 2019 general meeting.

Heidi West reported on a public meeting on the Trinity project, a public meeting on the Sky-view senior housing project, and a presentation from the Poverello about winter shelter plans for transient populations. She gave information about two upcoming events: one on October 30, 2019 at 7:00pm at the public library as well as one on November 6, 2019 7:00pm at the library. She also answered questions.

Jeff Stevens will moderate the next Community Forum meeting.
