John Newman called the meeting to order at 6:02 p.m.

John Newman moved to approve the minutes, Sandy Mitchell seconded.

Emily Gluckin, Associate Planner for Community Planning Development and Innovation (CPDI), did a presentation on the Missoula County Election Office site expansion. For more information please find attached documents and presentation in escribe.
The subject property is located at 140 N. Russell Street. The legal ad for the February 24th, 2021 public hearing was published in the Missoulian on February 7th and February 14th, 2021. First class mailings were sent to adjacent property owners on February 9th, 2021.
Missoula County is requesting exemptions from the zoning regulations of the Design Excellence Overlay that pertain to the site layout, parking lot placement, and landscaping design. Whenever an agency proposes to use public land contrary to local zoning regulations, a public hearing shall be held. The Board of Adjustment has no power to deny the proposal but shall act only to allow a public forum for comment.
Two public comments were received. They are attached online. There was public comment from Bob Giordano, who was concerned with the use of too much asphalt with this plan. Casey Gannon, the applicant, addressed Mr. Giordano’s concern. He mentioned that bike parking is not in the plan yet but they are working with Missoula in Motion to include it.
