    Approve and authorize the Mayor to sign a new four (4) year collective bargaining agreement with the International Association of Machinists representing employees in the city’s Fleet Services division.

    Approve and authorize the Mayor to sign and execute a contract for $211,476 with the Poverello Center for the provision of services and programs specific to people without a house in Missoula and providing comprehensive outreach services to that same population, funded by City of Missoula.

    Approve and authorize the Mayor to sign agreements with the following community based organizations for FY24: Arts Missoula ($202,350), International Choral Festival ($12,000), Missoula Aging Services ($368,844.95), Partnership Health Center ($35,000)

  • Recommended motion:

    Adopt an ordinance revising Chapter 8.02 Missoula Municipal Code entitled “Missoula City-County Health Code Adopted by Reference” to adopt the revised version of Regulation 3 “Solid Waste Management” as approved by the City County Health Board on August 17, 2023 and to amend the Missoula Municipal Code Section of 8.28 “Rubbish and Garbage” to repeal the Missoula Bear Buffer Zone requirements and to change the penalties for violations from criminal misdemeanors to civil infractions.

(State law and City Council rules set guidelines for inviting community comment in a formal way on certain issues.  Following a staff report on each item, the City Council and the Mayor invite community comment.  City Council holds a public hearing, and then votes the following week, unless there is a requirement for final action on the night of the public hearing.)  

Final consideration will occur on October 23, 2023 to adopt the resolution for 3rd Quarter Fiscal Year 2023 amendments to the annual appropriations. 

Final consideration will occur on October 23, 2023 to adopt a resolution establishing the Public Works & Mobility Department Fee Schedule and related fee increases for Fiscal Year 2024.

  • Recommended motion:

    Adopt a Resolution amending the Missoula City Subdivision Regulations, Articles 1 Introductory Provision, Article 2 Definitions, Article 4 Review and Approval Procedures, Article 5 Submittal Requirements, and Article 8 Exempt Land Divisions, incorporating applicable State Legislative Changes from the 2023 legislative session along with limited necessary  amendments not specifically related to State land use legislation.

Final consideration will occur on October 16, 2023.

  • Recommended motion:

    [Second and final reading] Adopt an ordinance generally amending Title 18, Missoula Municipal Code, the City of Missoula Floodplain Hazard Management Regulations, to incorporate revisions to Appendix A depicting updated Flood Insurance Studies and Map Revisions, and to incorporate revisions to Sections 1.2, 1.4, 1.5, 1.7, 2, 4.1, 4.2, 4.3, 6.1, 8.4, 9.10, 9.13, 9.15, 10.2, 10.3, and 10.4 in alignment with the updated Montana Department of Natural Resources and Conservation (DNRC) model ordinance. The effective date of the ordinance is 30 days after adoption.

    Adopt an interim urgency zoning measure, pursuant to State Law Section 76-2-307 MCA, amending Title 20, Missoula City Zoning Ordinance, Chapter 20.01 Introductory Provisions, Chapter 20.05 Residential Districts, Chapter 20.10 Business and Commercial Districts, Chapter 20.15 Industrial and Manufacturing Districts, Chapter 20.20 Open Space, Public, and Aviation Districts, Chapter 20.25 Overlay Districts, Chapter 20.40 Use- and Building-Specific Standards, Chapter 20.45 Accessory Uses and Structures, Chapter 20.60 Parking and Access, Chapter 20.65 Landscaping, Chapter 20.75 Signs, Chapter 20.85 Review and Approval Procedures, Chapter 20.90 Administration, Chapter 20.100 Terminology, and Chapter 20.105 Use Classifications to incorporate regulations concerning legislative changes to state land use regulations to align with changes mandated by the State of Montana with effective dates that occur before or on October 1, 2023.

    The committee sent the following motion to the Council with a "do not pass recommendation."

    Adopt an amendment to City Council Rule 22 to change the petition time to four weeks to get an item on the committee agenda. [2/3 vote of all council members is required to change council rules]
