(State law and City Council rules set guidelines for inviting community comment in a formal way on certain issues.  Following a staff report on each item, the City Council and the Mayor invite community comment.  City Council holds a public hearing on the item, a member of council makes a motion, and a vote is taken.  The public hearing and vote take place on the same night, unless there is a reason to hold the vote over to a later meeting date.)  

  • Recommended motion:

    (Adopt/Deny) A resolution for the 3rd Quarter Fiscal Year 2024 amendments to the annual appropriations. [Second Reading]

    Approve the variance request from Article 3, Section 3-020.3.G, Section 3-020.5.A, and Sections 3-020.5.B(3) and B(4) of the City Subdivision Regulations to allow the extension of Landon’s Way to be in the form of a cul-de-sac, providing only one access route to lots within the Wildland-Urban Interface (WUI).

  • Recommended motion:

    Approve the variance request from Article 3, Section 3-020.4(D) requiring that a street connection must be provided to any existing or approved public street abutting the subdivision to allow for no new street connection to Simons Drive.

  • Recommended motion:

    Approve the variance request from Article 3, Section 3-030.2.A(2) of the City Subdivision Regulations establishing a maximum block length of 480 feet in urban-suburban subdivisions to allow the block to include the entire extension of Landon’s Way.

  • Recommended motion:

    Approve the variance request from Article 3, Section 3-020 Table .2A, Section 3-020.15.D.1, and Section 3-020.15.D.2.a of the City Subdivision Regulations to allow Simons Drive to deviate from the design standards for a Low Density Urban Local Street, including the minimum right-of-way width, landscaped boulevard, and 7-foot sidewalk clear space.

  • Recommended motion:

    Approve the High Park Views Subdivision preliminary plat application, subject to the recommended conditions of approval, based on the findings of fact and conclusions of law in this staff report.

  • Recommended motion:

    (Adopt/Deny) Ordinances amending Missoula Municipal Code Title 3 entitled “Revenue and Finance,” Title 12 entitled “Streets, Sidewalks and Public Places, Title 13 entitled “Public Services,” and Title 15 entitled “Building and Construction,” for multiple code amendments which are related to the Public Works and Mobility Department, to be effective on July 24, 2024. [Second Reading]

    Set a public forum for July 8th, 2024, on 42-44 Developer LLC’s tax credit application to build Opportunity Place.  Under state and local law, the Council’s role is to conduct this public forum and take public comment; it does not have a decision-making role.

  • Recommended motion:

    Set a public hearing on July 8, 2024 to hold a public forum on an application from the Missoula County Airport Industrial District to vary from Title 20 Zoning Code requirements regarding remodel and expansion of the existing animal control center. Under state and local law, the Council’s role is to conduct this public forum and take public comment; it does not have a decision-making role.

  • Recommended motion:

    Approve the Mayor to accept and sign the MT Forest Action Plan grant agreement with the MT DNRC for forestry work to be implemented on City Conservation Lands with a total award of $150,000.00.

  • Recommended motion:

    [First reading and preliminary adoption] Set a public hearing for July 8, 2024, on an ordinance amending Title 5 of the Missoula Municipal Code, to add a new Section 5.08.121 to enact a prohibition on new business licenses for retail adult use dispensaries pending review of the regulations applicable to such operations as a part of the City’s Uniform Development Code Project.  

  • Recommended motion:

    [First reading and preliminary adoption] Set a public hearing for July 8, 2024, on an ordinance amending Title 8 of the Missoula Municipal Code, to add a new Chapter 8.39 entitled “Restrictions on the Sale of Transaction of Cannabis Products” intended to impose additional regulations concerning the sale of transaction of cannabis products in the City, including imposing a new criminal sanction of those that sell or give cannabis products to individuals under 21 years of age.  

  • Recommended motion:

    A resolution initiating a moratorium on accepting new business license applications for cannabis dispensary operations and calling for a review of the public health concerns regarding the large number of cannabis dispensary operations within the City. [Adopt/Deny on July 8, 2024]
