Mr. McInnis asked that the Committee approve the contract amendment as there were unforeseen hurdles in getting Department of Environmental Quality (DEQ) approval to change out the water main connection to the new City shop due to the contaminated soil in the area.

The cost is coming out of the Water Enterprise fund and is included in the original budget.

    Approve and authorize the Mayor to sign a Professional Services Agreement Amendment No. 1 with WGM Group, Inc. for the Zip Beverage Water Line Connection Project at a cost not to exceed $7,788.00.

Kevin Slovarp, City Engineer and Monte Sipe, Construction Projects Manager, presenting,

Mr. Slovarp and Mr. Sipe are updating their August 19th Title Twelve presentation to the Public Works Committee before the public hearing set for October 5th, 2020. They went through the ordinance and noted additional changes for each section.

Mr. Slovarp reiterated that reorganizing the sections allowed them to have less duplication of information, more consistency in definitions and more centralized categories. They were able to eliminate sections as well as create new condensed sections. There were a few sections that changed from paragraph to list format for easier reading, and by moving some items to the Public Works manual it will allow for them to be more easily updated when industry standards change. 

The plan review and resubmittal fees are not yet established, but Mr. Slovarp said they wanted the language included to give them options in the future.

There were discussions regarding sidewalk standards from the American's with Disabilities Act (ADA), parking lot requirements, right of ways, boulevard tree language, and fee schedules.

Committee members asked to see the strike through version of the document in Escribe so that they could take a closer look at the changes. 

All agreed to have Mr. Slovarp & Mr. Sipe back on September 30th, 2020 for a question and answer session after committee members had had a chance to read the strike through version of the ordinance.

Mr. Keene recapped that the Public Works (PW) manual is being revised and reorganized to help streamline access to information. The updates were first presented to the Public Works Committee in July 2020 and the manual writers have taken both public comments and feedback from varying departments and integrated them into their changes. He acknowledges it is a living document and there will likely be updates annually including another update this fall.

Mr. Keene noted the manual was structured to work symbiotically with City Ordinances. Title Twelve tells you what the regulations are and the Public Works Manual provides the technical information on how to get it done. The plan is to implement the new PW manual in November when Title Twelve and Title Twenty will hopefully be approved.

There are still two missing chapters in the PW manual. Chapter one is general provisions which is determined at a statewide level. The state is currently updating their documents as well and will send us the new versions as soon as they are complete. Chapter two is construction in the right of way. 

Ida Sajor presented in detail what had been removed and added to each chapter of the ordinance. The standard drawings have been updated to include new accepted designs, installation methods & materials for such things as; safety, erosion control, manhole covers, and sight distance triangles to name a few.  Clarifying language has been added to help the public understand the many layers of jurisdiction between State, County and City.

All changes made in the manual are available to the public for review and comment through the Engage Missoula website and are posted on Public Works City webpage.
