Services Agreement with Sprinkler Maniac for Poplar Farm Maintenance

  Approve and authorize the Mayor to sign the services agreement with Sprinkler Maniac, LLC to provide services to operate and maintain the Wastewater Division Poplar Farm irrigation system for a sum not to exceed $110,000.

Appointment to the Parking Commission

  Confirm the Mayor’s appointment of Tiffany Brander to the Parking Commission for a term beginning May 1, 2023 and expiring on April 30, 2027.

Rattlesnake-Ten Spoon Winery Conservation Easement

The Community Food & Agriculture Coalition strongly supports the use of $40,000 2018 Open Space Bond funds for costs related to the Ten Spoon Vineyard and Winery Conservation Easement, and the acceptance of the easements to the city. This easement will ensure that this historic site remains viable as a vibrant and essential community asset for the production of foods. One of the biggest hurdles to the expansion of the production of local foods is the lack of available land for new farmers. Ensuring that this piece of prime land remains in ag for the future helps provide access for the many new farmers eager to begin work to provide food to our community. CFAC welcomes the opportunity to work with the owners and the city in making connections to farmers in search of land, as the need arises. Please support this proposal to keep this vital piece of land available for agriculture and community enrichment, now and for the future. Thank you, Bonnie Buckingham, Executive Director, CFAC

• Recommended motion:

  Adopt a resolution accepting a donated conservation easement of the Ten Spoon Vineyard and Winery property of approximately 21.5 acres and a public pedestrian walkway easement as an addition to the city’s current open space network and approve expending up to $40,000 of 2018 open space bond proceeds to pay for associated due diligence, legal, transaction and other project-related costs

(State law and City Council rules set guidelines for inviting community comment in a formal way on certain issues.  Following a staff report on each item, the City Council and the Mayor invite community comment.  City Council holds a public hearing open for a week and then voting the following week, unless there is a requirement for final action on the night of the public hearing.)

NEW BUSINESS

11.1

Legislative Update and Action on Bills

Please support the legislature’s proposed SB 323. In the housing forums I have attended, discussion has quickly turned to citizens wanting more diverse housing in their neighborhoods. SB 323 would help to create that housing. All of Missoula is suffering from a lack of affordable housing, and all of Missoula should be able to sustain building and zoning to address this crisis. Creating denser housing would address climate concerns as commutes from outlying affordable housing decrease. Aging Missoulians, such as myself, would be able to downsize without leaving our neighborhoods. In the past I have heard many things that Missoula’s city government cannot do to address our housing crisis because of restrictions that come out of Helena. I ask that tonight you consider something that can be done by voting to support SB 323.

The City Council will use this agenda item to review bills and may vote to take a position on specific legislation, if warranted.
