(State law and City Council rules set guidelines for inviting community comment in a formal way on certain issues.  Following a staff report on each item, the City Council and the Mayor invite community comment.  City Council holds a public hearing on the item, a member of council makes a motion, and a vote is taken.  The public hearing and vote take place on the same night, unless there is a reason to hold the vote over to a later meeting date.)

    Adopt a Resolution to Adopt the Our Missoula 2045 Land Use Plan and Place Type Map as Missoula's new governing land use plan, as recommended by Planning Board. Through this action, the City of Missoula is repealing the Our Missoula City Growth Policy 2035, the associated Future Land Use Map, and repealing all existing neighborhood plans developed prior to the adoption of the 2045 Land Use Plan, except the 2023 Missoula Midtown Master Plan, the 2020 Sxwtpqyen Master Plan, and the 2019 Missoula Downtown Master Plan, which shall remain effective and controlling and adopted as Area Plans under the 2045 Land Use Plan, after taking public comment into consideration, and incorporating amendments from the Staff Recommended Changes Memo dated December 5th, 2024, and the Additional Staff Recommended Changes Memo dated December 13th, 2024, and the two amendments adopted in the December 11th, 2024 Land Use & Planning Committee meeting.

    Adopt staff recommendations as noted in the two staff memos and as incorporated in the 12/16 presentation (regarding the zoning on West Broadway).

    Delete paragraph beginning with "Do not eliminate parking requirements...management priorities and strategies" and replace with "Manage parking in a manner in which we strive to meet housing production, affordability, transportation, transit, and climate goals recognizing that parking is a critical policy choice that affects many other policy goals." [Includes Becerra friendly amendment to add "transit".]

    Add a 3rd paragraph / sentence to the “CIVIC” land use type description on p.84 stating “Privately-owned lands may be used for residential and commercial development dependent on context and adjoining land use types”.

    Revise the residential intensity bullet point on p.85 (underneath residential graph) stating “-residential development may be permitted, dependent on context and adjacent land use types”.

    Authorize the Mayor to approve amendment of the Intrastate Agreement for CenturyLink Metro Ethernet Service to renew City of Missoula ISP connectivity with Lumen [on a month-to-month basis for a maximum of 12 months] for one-year.

  • Recommended motion:

    Confirm the Mayor’s appointment of John Kittelson to the Bicycle and Pedestrian Advisory Board for a term beginning immediately and expiring on September 30, 2027.

  • Recommended motion:

    Reappointing Ross Miller to the Board of Health as a Regular Member with a new term beginning January 1, 2025, and ending on December 31, 2027.

  • Recommended motion:

    Authorize Mayor Davis to sign a contract with Axon Technologies to continue support of the Taser program to replace end of life equipment, ensure adequate consumables for training and duty use and update to current equipment.

  • Recommended motion:

    Setting a public hearing for [January 13, 2025], to adopt an ordinance prohibiting trash and recycling collection by private haulers between the hours of 9 p.m. and 6 a.m. in residential zones or within 300 feet of any of a residential zone. [First Reading]

    [Recommend Do Not Pass] Adopt an amendment to City Council Rule 2 allowing up to three minutes per public comment.

  • Recommended motion:

    Rule 2. Citizen Participation in Decision-making

    Public comment shall be taken before the consideration of any final action at a City Council meeting, committee meeting or subcommittee meeting. In addition, each meeting agenda shall include an opportunity for public comment on public matters that are not on the agenda and are within the jurisdiction of the meeting body conducting the meeting. Public comment on agenda items must be germane to the business under consideration. The Presiding Officer may reasonably limit audience participation at any time.  Public commenters shall be allowed three minutes of time to speak on the topic under consideration. The Presiding Officer has the discretion to allow for extra time in the event the public commenter appears to have a disability that impacts their ability to speak or access the microphone or where the commenter was interrupted by sources outside their control.

    When there is an unusually large public turnout, two-thirds of the members present and voting may suspend the rules to reduce the time limit
