(The first period of public comment on items not on the agenda is limited to 20 minutes total, with up to 3 minutes allotted per speaker.  Each person may speak once per meeting concerning items not on the agenda.  In-person comments take precedence.  Sign-up is required and follows a first-come, first-served basis.  The second period of public comment on items not on the agenda will follow immediately after the conclusion of all regular business and continue until all comments have been taken.)

(State law and City Council rules set guidelines for inviting community comment in a formal way on certain issues.  Following a staff report on each item, the City Council and the Mayor invite community comment.  City Council holds a public hearing on the item, a member of council makes a motion, and a vote is taken.  The public hearing and vote take place on the same night, unless there is a reason to hold the vote over to a later meeting date.)

    City Council adopt a Resolution to Adopt amendments to the Our Missoula 2045 Land Use Plan and Place Types Map, based on the information and considerations in the staff report. [Vote Planned - January 26, 2026]

    City Council adopt an ordinance establishing Title 22 – City of Missoula Unified Development Code (UDC) (Attachment A), repealing in its entirety Title 16 – Manufactured Housing and Mobile Home Parks; Title 17 – Subdivisions; Title 20 - Missoula City Zoning Ordinance; Title 21 – Form Based Code (Sx ʷtpqyen); and any Planned Unit Development (PUD) or Special District (SD) found on Attachment C – Planned Unit Development (PUD) and Special Districts (SD) Repealed/Retained – as well as any PUD or SD not listed as Converted to Historic Resource Overlay; with all of the foregoing based on the findings of facts and conclusions outlined in the staff report.     City Council adopt an ordinance establishing a new City of Missoula Zoning Map (Attachment B), and repeal the existing Zoning map, to come into compliance with the Montana Land Use and Planning Act, MCA 76-25, based on the findings of facts and conclusions outlined in the staff report.     Authorize the Mayor to sign the Higgins Zootown Conoco at 2125 S. Higgins Ave - City/MDT Maintenance Agreement and any other City agreements with the property owner necessary to protect the City.

  • Recommended motion:

    Approve and authorize the Mayor to sign a contract with Western Montana Engineering Inc. for $25,250.00. This contract is for phase 2 of the heating system for Missoula Fire Department Station 1.

  • Recommended motion:

    Approve a Resolution granting the approval of an amendment to the City of Missoula’s HOME Investment Partnerships Program (HOME) and Community Development Block Grant (CDBG) Action Plan, providing additional funds to the Lenox Flats rehabilitation project, and providing funds for the acquisition of a 6-unit affordable housing property for placement into a community land trust, directing staff to negotiate contracts and agreements, and authorizing the Mayor to sign the contracts and agreements with said organizations.

  • Recommended motion:

    Approve and authorize the Mayor to sign the amended and restated conservation easement with Higgins Waterfront, LLC, for the property located at 500 S. Higgins, east of the Beartracks Bridge, immediately south of and adjacent to the Clark Fork River.

    Approve a resolution of the City Council of Missoula supporting a Shared-Investment Partnership with Missoula County Public Schools to improve student achievement and community health outcomes.

  • Recommended motion:

    Adopt a resolution to annex and incorporate within the boundaries of the City of Missoula, Montana land described as Tracts 1 and 13 of Certificate of Survey No. 6982, Tract 8A of Certificate of Survey No. 6995, Tracts 2B and 4B of Certificate of Survey No. 7035, and adjacent right-of-way, all located in Section 8, Township 13 North, Range 19 West, Missoula County, Montana, P.M.M., containing approximately 93 acres plus right-of-way, as shown on Exhibit A, being subject to all easements or rights-of-way existing or of record, and zone the property M1-2 Limited Industrial, based on the findings of fact in the staff report and Memo No. 2, subject to the recommended conditions of annexation approval.
