(The first period of public comment on items not on the agenda is limited to 20 minutes total, with up to 3 minutes allotted per speaker.  Each person may speak once per meeting concerning items not on the agenda.  In-person comments take precedence.  Sign-up is required and follows a first-come, first-served basis.  The second period of public comment on items not on the agenda will follow immediately after the conclusion of all regular business and continue until all comments have been taken.)

(State law and City Council rules set guidelines for inviting community comment in a formal way on certain issues.  Following a staff report on each item, the City Council and the Mayor invite community comment.  City Council holds a public hearing on the item, a member of council makes a motion, and a vote is taken.  The public hearing and vote take place on the same night, unless there is a reason to hold the vote over to a later meeting date.)  

  • Recommended motion:

    Adopt a resolution of the Missoula City Council Amending the Planning Fee Schedule, Exhibit B of Resolution 8887, adding a resubmittal fee, technology fee, hazardous vegetation fee and snow and ice removal fee.

    Set a public hearing on January 5th, 2026, for the Wireless Communication Facility conditional use request located at 5425 Gharrett Street and refer this item to the Land Use and Planning Committee for presentation and discussion on December 17th, 2025. [First reading] 

  • Recommended motion:

    Adopt a resolution establishing a Municipal Planning Commission for the City of Missoula, Montana, subject to MCA 76-25 (Montana Land Use and Planning Act).

  • Recommended motion:

    Authorize the Mayor to sign the City/ Valley Irrigation construction contract for the Great Northern Well Pump Replacement project.

  • Recommended motion:

    Authorize the Mayor to sign the City/Valley Irrigation construction contract for the Dixon Well Pump Replacement Project.

  • Recommended motion:

    Authorize the Mayor to sign Amendment No. 3 to the Master Energy Performance Contract with McKinstry Essention, LLC to design and construct the Wastewater Phase 2 Solar Array at a cost not to exceed $786,995.

  • Recommended motion:

    City Council adopt a resolution to declare the modular bathrooms used at the Johnson Street emergency shelter as surplus and to declare the City’s intent to transfer the property to Missoula County.

  • Recommended motion:

    [Passed in Committee] Approve and authorize the Mayor to sign Contract Amendment #3 to the Professional Services Agreement with DJ&A for tasks related to the Final Engineering Services at a cost not to exceed $2,470,940.

  • Councilor Farmer expressed gratitude for the opportunity to serve, emphasized the importance of respectful disagreement, and thanked colleagues and constituents.

  • Councilor Jones thanked Councilor Farmer for dedicated service, praised her thoughtfulness and steadiness, and acknowledged Detective Guy Baker's contributions to law enforcement and community safety.

  • Councilor Nugent appreciated Councilor Farmer's calm and rational approach and expressed thanks to Detective Guy Baker for impactful work in law enforcement.

  • Councilor Craske extended thanks to Councilor Farmer for dedication and service and shared appreciation for the council orientation provided by Claire and her team.

  • Councilor McCoy thanked Councilor Farmer and Detective Guy Baker for their service.

  • Councilor Campbell praised Detective Guy Baker for extensive contributions to law enforcement and thanked Councilor Farmer for dedication to constituents.

  • Councilor Anderson commended Detective Guy Baker for compassionate service dealing with difficult subject matter and expressed gratitude to Councilor Farmer for thoughtful and intentional work on the council.

  • Councilor Jordan thanked Detective Guy Baker for hard work and dedication and shared appreciation for Councilor Farmer's perspective and service.

  • Councilor Melson thanked Councilor Farmer for commitment and contributions and noted their role as a role model.
