(State law and City Council rules set guidelines for inviting community comment in a formal way on certain issues.  Following a staff report on each item, the City Council and the Mayor invite community comment.  City Council holds a public hearing on the item, a member of council makes a motion, and a vote is taken.  The public hearing and vote take place on the same night, unless there is a reason to hold the vote over to a later meeting date.)  

  • Recommended motion:

    Approve the one-time use of a 2-mill emergency levy reimbursing $414,009 of the City’s costs incurred in emergency sheltering activities under Emergency Proclamation Resolution Number 8684 and authorizing its placement in the City of Missoula’s fiscal year 2025 Budget to be used to pay for the ongoing costs to address emergency sheltering in Missoula. 

  • Recommended motion:

    A resolution fixing the annual appropriations and the Capital Improvement Program for the City of Missoula as set
    forth in the Fiscal Year 2025 Budget and Capital Improvement Program including:

    • The Park District 1 work plan and budget for Fiscal Year 2025

    • The Road District 1 work plan and budget for Fiscal Year 2025

    • The Tourism Business Improvement District work plan and budget for Fiscal Year 2025

    • The Business Improvement District work plan and budget for Fiscal Year 2025

    • The Permissive Medical Levy (Employee Health Insurance Levy) for Fiscal Year 2025

    • The Missoula Local Government Building Special District work plan and budget for Fiscal Year 2025

  • Recommended motion:

    Adopt a resolution of the City Council of the city of Missoula, Montana, levying and assessing the lots and parcels within the city of Missoula Park District 1 in the amount of $10,105,060.00 for the costs associated with providing certain maintenance, purchasing and improvement services in fiscal year 2025 for city-owned facilities, land and equipment under the responsibility and care of the city of Missoula Parks and Recreation Department; providing for a method of assessments; and providing for other matters properly relating thereto.

  • Recommended motion:

    Adopt a resolution of the City Council of the City of Missoula, Montana, levying and assessing the lots and parcels within the City of Missoula Road District Number 1 in the amount of $10,317,007.00  for the costs associated with providing certain maintenance, purchasing and improvement services in fiscal year 2025 for city-owned facilities, land and equipment under the responsibility and care of the City of Missoula Public Works and Mobility Department’s Street Division, Cemetery, and Engineering Division, Central Service’s Fleet Maintenance Division providing for a method of assessments; and providing for other matters properly relating thereto. 

  • Recommended motion:

    Adopt a resolution levying annual assessments on the hotels located in the Tourism Business Improvement District of the City of Missoula for fiscal year 2025 in the amount of $2 per occupied room night in accordance with 7-12-1132 MCA.

  • Recommended motion:

    [POSTPONED TO AUGUST 26] Adopt a resolution levying taxes on the lots, pieces and parcels of land located in the Downtown Business Improvement District of the City of Missoula in the amount of $[to be determined] for fiscal year 2025 in accordance with 7-12-1132 MCA.

  • Recommended motion:

    Adopt a resolution of the Missoula City Council increasing fees by 5% for the Parks and Recreation master fee schedule effective January 1, 2025.

  • Recommended motion:

    Adopt a resolution of the Missoula City Council increasing fees by 7% for the Public Works fee schedule effective January 1, 2025.

  • Recommended motion:

    Adopt a resolution of the Missoula City Council increasing Business Licensing, Land Use and Planning, and Engineering fees by 7% for the following services effective January 1, 2025.

  • Recommended motion:

    Approve a resolution levying a special assessment and tax on the lots, pieces and parcels of land situated within Street Maintenance District #1 of the City of Missoula, Montana in the amount of $143,899.82 for the purpose of defraying the cost of street sweeping and removing garbage and recycling from streets and avenues in the district during fiscal year 2025.

  • Recommended motion:

    Approve a resolution of the Missoula City Council levying and assessing a special assessment and tax on the lots, pieces and parcels of land situated within all special lighting districts of the City of Missoula, Montana, in the amount of $322,876.39 to defray the cost of street lighting in special lighting districts during the fiscal year 2025.

  • Recommended motion:

    A resolution levying taxes for municipal and administrative purposes for the Fiscal Year 2025.

    Adopt a resolution of intent to annex and zone to R5.4 Residential the portion of the subject property as shown and legally described in Exhibits A and B; preliminarily adopt an ordinance rezoning the subject property from R8 Residential, RM1-35 Residential (multi-dwelling), RM0.5 (multi-dwelling), B2-1 Community Business, and R5.4 Residential, with the west portion of the property including the Hillview Heights Overlay, to RM0.5 Residential (multi-dwelling), RM1-35 Residential (multi-dwelling), and R5.4 Residential, removing Hillview Heights Overlay; refer this item to the Land Use and Planning Committee for discussion on August 28, 2024, and set a public hearing on September 9, 2024.

  • Recommended motion:

    Adopt and authorize the Mayor to sign a Resolution to support the intent of, and project contained in, the 2024 CFI grant application.
